[.983 Bug] Can't complete Imperium wildlands

When I last completed this wildlands, which I think was in .981, there was one tile deep inside the walls that was buildable, something like 4 food/3 materials.  When I settled a town on it, the wildlands cleared and the quest was over.

In .983, there is no buildable tile inside the wall at all.  I've cleared all the monsters and goodie huts, but because there's no buildable tile there's no way to end the quest.

Are you sure that there isn't a city within 8 tiles of that 'special' tile? 

That would remove the option to settle it.  I've had it happen in one of my play throughts... I had to raise an Yithril city to clear the old Imperium quest.

That might be it, there's an Altar city about 6 tiles away from where I think the special tile should be.

Same game, second wildland cleared, same result, the quest won't complete.   This time it was the scarred lands, where you have to defeat Morian the Ruin of Summer.  Defeated all monsters in the area, defeated Morian, got the heart of Morian, but the wildland won't clear and the quest won't end.  Here's a pic to show that all monsters were cleared:

Having hit control-U earlier, I took the opportunity to check out all the monsters in the left half of the map in case one of the wildland denizens had wandered outside (I had previously defeated two troll armies that had wandered outside).  All of them were monsters and ruffians rather than denizens of the wildland, so I'm pretty sure that I had indeed cleared it.

Also note that both of the "2" stack indicators in the picture above are a result of the reported bug that those icons don't always disappear.  I had, in fact, killed the monsters on both of those tiles.
