[.983 Bug?] Hosten's Library buildable? Edit: Not a bug!

Has anyone been able to build Hosten's Library in .983? I researched the Higher Education tech that makes it available, but it doesn't show up on the build list in any of my towns. I hit control-U to see the whole map, and none of the AIs have started building it.

Is it possible they've already built it? I saw an AI player build it in my .983 game.

Ah yes, I must have missed the notice that it was built. Looking at the details for Altar's capitol, I see that they have built it.
