After a save and reload, the oceans disappeared, both in the strategic and cloth map:
Quitting the game and then reloading the save brought back the oceans.

Ive seen this in multiple releases
1. You still cant access the water tiles - so it doesnt matter
2. The water will most li8kely show up at some future point
Its due to memory leaks. Too many re-loads. Close the game and re-run it. The oceans will be back.
Yes, when I reloaded the game the oceans were back. Memory leaks should be fixed, though.
Completely agree. I think Stardock are aware that they are there, or at least I hope they do.
I've seen other odd behavior when reloading the game- missing ZoC, missing the lines connecting various research items, and crashes. Something's not quite right with the engine, and perhaps they're related (or not).
yea, we are aware of memory leaks involved with loading games repeatedly and have a ticket in to work on them, thanks for the report tho
Thanks for investigating this, Toby! Glad it's reproducible for you guys and not just something isolated to a few folks. The FE engine has come a LONG way from WoM, so now we're into tweaking, which is excellent.
