[.983][Bug] Newly settled city counted as forest...

I just settled a city and couldn't cast a spell on it, because I can't cast on a forest. See pic.

I saved the game, but the bug doesn't persist through the savegame. The only thing I did was move the pioneer to this spot (which was visually plains in the game) settled and I couldn't cast a city enchant spell.
