I can't see anything wrong here. City Gildar is 10 (6 (Town) + 4 (Propaganda)) and Gildar (taxes) is 4 (10*40%).

Maybe i am a bit dense, but shouldnt be gildar income  be 6 after 4 gildar taxes applied?

Your tax rate (X%) is how much of your city's income is actually earned by you.  So, at 40% taxes, with 10 income, you earn 4 taxes.  Working as intended.  If you want 60% of your city's income, increase your tax rate to 60%.

The gildar at the top 4 is the amount you took from taxes, a.k.a. the amount your government (sovereign) gets from this city.

The new tax-system works like a simplified income tax (taxable income x tax-rate = taxes). City Gildar is the taxable income and Gildar is the amount of taxes you get.
