[0982 War Issue] Declare War inside ZOC and Attack City Same Turn

Just had an issue where an AI on friendly terms declared war and performed a sneak attack on one of my cities. Their stack was next to one of my main cities, they declared war, and took it over. Is this the designed mechanic or should the act of declaring war move the stacks outside the zoc first? For some reason I think that used to be the mechanic in EWOM. Just wondering. Sneaky Brad AI. X(

I think this is exactly the way it should be.  I don't understand the moving out of ZOC first, war isn't played fair.

Agreed. This is war. There should be some notification when opponents are within your ZoC. Definately notification when Opponents enter ZoC. Maybe even that red Exclamation mark when opponents are in sight of your outposts. But definately should be allowed to 'sneak attack'.

Being 'bumped out' when you declare war is the lamest mechanic in Civ IV, with the exception of colonies.

This would IMHO be solved with a "close borders" / "open borders" set of diplomacy options, which would allow you to either let friendly AIs enter your territory at will (risking sneak attacks) or would close down your empire to less friendly empires without having to declare war, but with a hefty relationship penalty...
