Two opposing armies moved to the same tile at the same time without any battle. An AI nation and some water shrills.
It is allowed, even player vs. ai. the game takes into account.The destinations of units and errs on the side of no accidental,battleII
I guess you can justify this as two armies not finding each other.
It has happened in reality before- especially in olden times.
