[.981.2][Bug?] I can remove the Conclave improvement

from Elemental Forums


I have a city and upgraded it to a conclave. Under the city details it allows me to remove this improvement, but I thought this was tied to the actual city? Is this intended?

I did... but the city is still a conclave without the bonus... Now that is what the AI can do when he's losing :)
