[0.981] Revelry event - no unit finished training

I just got the revelry event in 0.981. I had three cities, and I was training units in one of them (not the capital city). The unit was not instantly trained.

Did you get the tech? I also got revelry and I don't believe the tech or training worked in my current game.

I'm not sure. I think I got a tech the turn before.

I've gotten Revelry twice in current version. Neither time has it finished anything in the build queues or finished current research. Seems completely broken.
