[981.2 bug] Higher level quests still blocked

Don't know if this is a real bug or not, but I haven't been able to play higher level quests for the last couple of Beta's.

Deadly quest needs Erogs Journal, which I just researched, but even after waiting a turn, game will not let me go on quest.
