[0.981 Bug] Kurgen's Volcano Doesn't Destroy Outposts

I burned my mana supply hitting about 6 Pariden cities with Kurgen's Volcano (all in one turn, the spell probably needs a cooldown), but it wouldn't destroy their outposts, just everything else.

Also - is there a diplomatic penalty for crushing half their empire under a volcano?  There probably should be.

That's one tough outpost.  Maybe it was made by casting their Outpost spell in which case a Volcano wouldn't hurt it since it's just an illusion anyway right?

It's my understanding that all factions should declare war on you for using weapons of mass destruction. Maybe this isn't implemented yet. I think there should only be a relationship penalty for using these weapons, not make everyone instantly declare war on you, even your allies or friends.
