[.981 Bug] No contact made with opponent after entering border?

I hadn't met Kraxis yet, but I spotted his border.  I entered his border so that I could talk to him.  He told me to get off his land, but I still hadn't made official contact yet?  He still wasn't showing up in my factions window.  It wasn't until several turns later when I actually encountered one of his units that I made offical contact

I have had this occur with Magnar and Resoln in my current .981 game.  I don't have a problem with having to meet a unit before we have officially met but if that is gogintoebh4 case then they should not be able to ask em ti leave their territory until we have met.
