980 bug - blessing of restoration can only be cast once - then grayed out

I seem to recall being able to cast this on mulitple heros before

Bug? has happened in a couple of games and I have tried a number of varaints without success, eg hero in same army as sov with heal

Don't appear to be any limitations in the text in Heirgamenon

Waiting for a cooling off etc Nada
