[0.98] Passive animation in tactical combat

Units twitch like crazy in tactical combat when you play at 5x speed. Birds fly like rockets. Maybe game speed should not affect passive animation.

so you guys know, this is one of my biggest personal pet peeves in the game :)  It's been a mission of mine to get fixed for literally months and should get done soon hopefully :)

can we have times 3, and times 4 too, I sometimes feel X2 is too slow, and X5 is too fast.

and specially for Kongdej, in case he didnt know it,  you can hold down the shift key to speed up battles :)

the plan is that there will actually be no more "x__" instead there will be a couple pre-defined speeds. The different animations for each of those speeds will be manually tweaked to allow for a couple different speeds feel wise. It's not about the actual scaling of the animations, but just how long it takes for combat to happen.

Should let us speed things up without making the world go crazy or numbers fly up so fast you cant read them ;)
