Interacting with other Sovs and their troops on the strategic map re: Diplomacy

So I "meet" Ceresa via her splash screen even though I don't see a unit of hers on the map.  It happens. So we talk via diplomacy screen and do a very low level tech trade... She is weaker than me so we are "close".

 

A few turns later, I am exploring to my south and come across a fifth level kingdom hero I am 5 turns of research away from being able to recruit.  A turn after that here comes Ceresa and a few of her minions.  First time around I leave her alone and she killls me future hero...  my goof.

I reload a few turns earlier and try to attack her stack.  The "I am too busy to talk now." Ceresa screen pops up.  Same in diplo screen.  In this case, I was able to split my army up to block the tiles around my hero until I could recruit her safely.  But the point is I didn't want to parley, I wanted to attack.  That should always be an option if there are no treaties/pacts between us.  Can you guys adjust this easily, or will I have to plan out my diplo efforts to take into account an interaction cooldown period?  

How long is the cooldown, btw, anybody know?

IMO, you should always be able to initiate talks with another sovereign you have met.

Sometimes you need to leave trade to check your ledger or foreign affairs screen. You can also not tell them to leave your territory, thereby having them prance right through your lands to settle on the other side. And, of course, the inability to declare war, as mentioned.

 

How long is the cooldown, btw, anybody know?

I hope I am not going off topic with this, but I find the diplomacy/interacting with the AI especially with entering territory rather annoying as well,

 

I was doing some exploring when Gilden expanded to include the tile my troops were on. He shooed me away with the "we are friendly and peaceful" BS, when I had no intentions of attacking him either. When he enters my territory, I shoo him off because that was his treatment towards me and he sounds like he is so hurt by that (hey, what goes around, comes around, right?) I almost wish that there was an open borders treaty like in Civilizations where they cannot enter your territory unless they have that treaty signed with you.

It's called non-aggression pact.

But, yes, the diplomacy UI and some of the features are...a little weak at the moment.

Agreed the initiate talk CD has to go, since its the only way to declare war or shoo ppl out of your borders.

In "Masters of Orion 2" you would sometimes be ignored by the AI, they just told you to go away, but you could still declare war with another button without entering diplomacy (Or you could just start firing on they're ships and see if they thought that ment war)
