I had this happen in one of my games before, but couldn't replicate it after loading the savegame again. Good to know I wasn't imagining things.
Update: After moving Janusk out of the city and back in again, it started working. Could this be save game corruption? Argh.
I'm still seeing this bug in .982. My governors aren't giving their +2 growth in cities after loading a saved game until I move them out and back in again. Anybody else seeing this?
That was my first impression, too. After taking a closer look, however, I noticed that the population was increasing by the correct amount. It was just another case of the UI not updating properly.
Still, I have seen the case of the governor not granting the bonus, too. This happened twice, but I could never reproduce it.

Also note that sometimes the number you see is wrong. To test a bug like this you should press end turn and see if you gain 1 or 3 population.
