[0.980][Bug] Factions are not seeing me

from Elemental Forums

I have noticed a few times that I can walk into a previously unknown sovereigns territory without receiving the "welcome" message.

 

e.g, I walk into Pariden's territory, a new faction that isn't in my diplomacy list. And I am not challenged, sometime it takes three turns before a response is triggered.

 

Sorry I cannot be more clear as I have only noticed it a few times.

Same here, had to walk to there cities to initiate contact

I found clicking on another faction's units and selecting Talk to be effective as well.

Same here, I wonder if this is an intended change.
