If you put your mouse over the empire list, sometimes it allows you to scroll it with the scroll wheel. It seems to be very sensitive as to the mouse placement, though, so if it doesn't work for you try moving the mouse around.
I've complained about this in other posts. I don't consider this a very robust solution, but I wanted to let you know that it can be done.
