[0.981][Description] Academy doesn't grant a faction-wide Research Bonus [fixed]

The description claims, that the Research Bonus is faction-wide, but it is only for the city. Additionally, there is a typo in the description.

The typo is the "...Research produced by in all your cities..."

Should say "...Research produced by all your cities..."

I post this because it took me awhile to find it. Good catch on the typo.

We had been waiting to update Improvement descriptions until late in the cycle to avoid having to do them multiple times... that being said, I just updated them (for post .981) so if you see any messed up one after 0.981 please let me know.
