[0.98] Enchanted Hammers WAI or bug?

In the changelog, it shows that Enchanted Hammers was changed to +1 Material instead of +5 Production per Essence.
Not sure if it was meant as +1 Material per Essence or a total of +1 Material.
The game is just +1 Material without regard to essence; e.g. Enchanted Hammers cast on a spot of land with 3 Essence only provides a total of +1 Material.
