[0952 Bug] Attacking a City with More than 9 Defenders Only Allows 9 Defenders

Derek - just took over an enemy city and it had more than 9 defenders (militia plus the stack inside). However, it only allowed 9 to defend and when I won that battle, I took it over without having to fight the remaining defenders.
