no matter what background you pick for a custom sovereign, they still end up standing in Lord Relias's overgrown yard.
Actually this is mostly true. If you choose empire races you get different backgrounds. I'm assuming that it is incomplete at the moment, it would be nice to see the Tarth kingdom standing in Lady Irane's background and so forth.
