[.952 Bug] No more pedestrians or pedestrian option

I'm sure you've gotten this bug report before, but just in case: in .952 there is no longer the option to turn pedestrians on for cities or buildings.

I'm hoping this is only a temporary issue and will be re-instated in the next version
