[0.952 BUG] Sovereign can no longer be selected/moved (minor issue - if you repro you deserve it)

Easy to repro on a new game,

Settle your first city, get your sovereign killed. While he is disabled Raze the city, you will then be stuck (reproduced twice with different faction just for fun).

Hehe not even! I wanted to move my new city to a new spot, once with essence! I had not played in a long time and was wondering if a city would get all the resources in its sphere of influence or only the one it is created on!

 

Its more funny than anything! There goes my first 5 turns!
