Grip of winter - how do you get out of it?

Subject says it all. My build and train buttons are greyed out and it says 'grip of winter disabled ... ' - It's been going on for several turns now. I can't find anything on the help :/

EDIT: Never mind - didn't realize I could dispell it.
EDIT #2: Maybe not, all my cities can now add stuff to the queue - but one of the cities isn't doing anything - just has '--' where the number of turns to build is...

EDIT #3: Looks like some kind of bug, cuz now that I fixed it - the game crashes over and over :/
