[.952] Tidal wave on city prevents further actions

Casted tidal wave on a city and now end turn/attack city does not work.

I cast tidal wave against an enemy city to reduce it's defenders HP's. Unfortunately It had the rather nasty side effect of preventing me from actually attacking the city or even ending my turn.

See image. As you can tell the tidal wave did in fact damage the defenders in the city.

I can confirm this. The only way to get going again is to save, exit and load again.
