I hit next turn, and Magnar immediately told me to get out of their territory (I had been in neutral territory on the previous turn).
When I next saw the map, my army was not apparently near Magnar territory. But then I noticed that a new outpost had been constructed that turn:
The Magnar border was not properly redrawn to reflect the new outpost until the next turn, however.
