Horse Resource only for designed units not heroes?

I have researched horses and can equip all my heroes with them but I dont believe I have any access to horse resources? What is the need for the horse resource?

Yes I know but my point is if I can put heroes on horses without doing this then what is the point? Do they only apply to designed units this way?

Correct. Heroes can buy horses the instant you get the tech. Trained units need actual horse resources to be in stock.

I think the idea goes that you can find a horse or two in the wild, but if you are going to deploy an army of horses then you are going to need a vast resource. (I'm sure that this can be modded, but we will see when beta 5 comes around)

 It does make sense.  Think about it.  Your elite unit, the Heros, get horses from some foreign trader.  It's a single horse.  Your trained unit of 3/5/7/9 individuals needs a steady supply of horses. The trained unit isn't as unique and prestigious as the elite one.
