[Bug][0.950] Theatre of the Wind is missing the clothmap icon [fixed]

The Theatre of the Wind improvement has no icon on the clothmap, only a black square.

Also, it can now be built in all cities once unlocked. I'm not sure if that is a bug, but it certainly wasn't the case in Beta 3.
