I've discovered in my most recent playthrough that I'm unable to do any quests at all. I've unlocked all the way up to Breon's Letters (max), but even if I try to do easy quests, it says that I have to research (heroes, etc) to do it and it has the red lock icon over it.
I could do the early ones then any that required erogs or breons tech they remain locked. 
I saw something about quests always being available and considered it might be a missing tip that needs a certain level hero to undertake...
Either way, as someone who plays the game like a party based RPG the bugs really killing my motvation to play again.
Hotfix?
I got the bug too. Reloading games do not help. I just restart the game, and it works again.
It's a BETA. You should be playing it with a view to report game play problems, balance issues, bugs, bugs and bugs and constructive feedback.
This is the time and opportunity to help make a better product.
It won't get hotfixed. It will be fixed as part of the normal development cycle.
The price of playing an unfinished product is putting up with the bugs. We really can't complain about it.
