I've played 4 games for about 5 hours each and I've never found more than 1 level 1 hero that could be recruited.
Me too, I have found several locked ones, level 5, 7 and 9, but as much as I move around at the start of the game I've found only one for my faction. In my latest game I killed a level 1 of the opposite faction. This makes the guy who can recruit from both sides pretty useless. It also means that Relias' free hero recruitment is almost as useless.
There are level 3 champions that you can get right away, but I don't remember any level 1 champions. The AI like to get heroes very early, so you have to focus on scouting and getting the tech early if you want more than 1 or 2 extra.
I find that free hero recruitment is only useful if you also have betrayers with a custom faction.
I have found 3 level 1 heroes (playing a Tarth) with one of my gameplay and I had only 3 other factions. One faction already had hero and so there were at least 4 of the humans factions. So it might be bad luck on your generation of the map. Sorry no pics to show this off (or a save game), if it happens again where I can prove it I will post a pic for you all.
