[.95] Possible Oracle building bug

Got to my selection for level 3 in a conclave town. And selected Oracle (now allows +1 to Essence). Doesn't seem to want to show up in my town, or as a building to build in that town. Am I missing something or is this a bug?

I had a similar problem when I selected Scroll Scribe for the level 3 building,  Instead I was able to build a Tax Office, which I presume is intended for the Town path,

 

EDIT: Never mind.  I didn't realize the building would be built instantly. The scroll scribe is there after all.

Yep, found out it is just not listed anywhere. The slot does open immediately though.
