Yes. From Stardock directly if you want the discount for owning a previous version of Sins. There is no retail version.
There is a retail version sold here in Australia, through EB Games and other computer games retailers, I know I brought it, only cost $40 but it's worth it in my opinion and yes you still need steam to play it.
