[0.915 Bug] Each Cast of Paragon does not reduce Sov HP by 5.

A permanent decrease is necessary for game balance, to prevent infinite castings. Also Paragon should always raise one Champion's Level by 1, and not be affected by +XP% bonuses, see https://forums.elementalgame.com/427667/get;3184163.

Haven't tested for a while, but it used to reduce sovie's HP UNLESS he had one of the traits that increase HP, like the one that adds one HP per level. I guess what happens behind the scenes is that Paragon reduces HP but the other HP-related traits push it back up to the minimum they determine. I think this is ok.
