[bug .915] Ceresa's text/string errors

Ceresa told me 2 weird things in a game:

1. "We think it would be best for the world for you to go to war against [S_OtherPlayer]...." I hadn't encountered the other faction so I'm not sure if that's why the placeholder was used.

2. After entering Resoln territory: "...Withdrawal or drown in the pool of Cyndrum." It should be "withdraw", unless there was an ATM I missed.
