You just need to install the appropriate programs. In this case, you're probably talking about Cursor XP http://www.cursorxp.com/ and IconPackager https://www.stardock.com/products/iconpackager. Note that Cursor XP only work with Windows 2000 or XP, NOT with Windows 98 or ME.
