[0.915][bug] Some soverns start with paths

I started a quick game to take a look at the herigamenion and only played a few turns.  I then went back to the main menu and started the process of a new game.  I noticed that half of the soverns had extra lvl skills added including paths.

edit:  Restarting the program gives the correct skills for the sovern.

edit2: I was able to repeat this issue 8 times.  The following steps I took to creat the issue on my computer.

1. I started a game as Queen Procipinee.

2. I settled a town on the first turn.

3. Pressed the windows key to get the windows start bar to appear.

4. Click on either the Elemental: Fallen Entrantress tab or on the game window to go back to the Fallen Enchantress program.

5. Hit end turn without selecting any other options in the game.

6. Hit enter or done a few times to select a tech path.  Defalt was civics.

7. Go into the herigamenion and look under the info for soverns.  I would find that about half of the soverns would gain extra lvl skills.

8. Go back to main menu and start a new game.  The soverns that gained lvl skiils from step 7 keep them in the select sovern screen.

I had a similar occurrence with Tarth having Path of the Warrior and Merchant 1 from the start.

It was hilariously broken. Discipline + Lethal + Vital Strike + Merchant 3.

Lots of fun, totally not fair.

I think it happens when you get beaten in a battle, quitting to main menu and starting a new game causes opponents to get free traits (you can see them when you click on the opponents in the list).  But it doesn't seem to happen when you just quit to menu after the game is started (for example, due to a poor starting position).

To fix the bug, you need to quit out of the game entirely and then start it up again.

Btw: maybe it happens to all premade factions/sovs?
