I've also seen the AI casting tremor on each other so maybe they are using strategic spells.

sounds like earthquake to me. I'm glad you have seen the AI use tremor - I personally havent. I did see them cast frozen bones on a city they were planning to attack so that's progress (although I consider this spell way too overpriced for what it does)
