This broad won't die. Note Relias used 1 of 4 movements to kill her the first time. She remained on map with 1 hp. Used 2nd of 4 to kill her again. 2nd shot shows Relias with 2/4 remaining and Nosmina sticker tongue out at Relias. Confirmed a fresh load of this save will reproduce this bug. Use Relias to attack her, she won't die but good news, unlimited xp!
It is a bug to do with the item Ghost Shield. Put one on your Sov and s/he will always survive combat with 1hp, and with the strategic spell being unable to kill this patch for some reason you cannot die to those.
