That is a special city that exists in one of the Wildlands.  Perhaps it needs to be set to a higher food/mat rating.

It has 3 materials in your screenshot.  They're just listed in the "Resources" area (right after horses) instead of the proper place.  Still a bug, but a display bug.

I see that now.  I'm not sure it was calculating off 3 though.  It took over 100 turns to build anything even after I bought it a workshop and tower of dominion.

It isn't a display bug. They got the resources into the wrong place and now they are pointless. Come to think of it conquering the city just for another 5/3 with unrest penalties isn't worth it anyway :/

 

Edit: It calculates as if it has 0 mats. I know this because the build times only became reasonable after I capped a clay pit nearby and linked the +2 mats to it.

This remains bugged in 0.952, you still get a +3 materials in the display-section "resources" (where e.g. metals from mines are shown) rather than adding them to the city's material's value.

 

The result being that Deorcnysse has exactly 0 production, making it a thoroughly worthless city, that must be razed as soon as possible.
