Binding with Kingdoms and Custom Soovereigns

Right now, you can't create this, but what it you could in future? It seems like a fun trait to play with.

However, life shards probably won't give you anything with Binding. Suggestion: maybe do something along those lines for the new Capitar Sovereign when you create him/her.
