you will NEED either winrar OR 7zip to extract the actual tools from the .rar, and further info is in the stickied threads in the modding section.

In the world of internet downloads there are three types of compressed files you need to know how to extract. .Zip, .7z and .rar. Personally I use the free ware 7zip for all but there are many other types of extractors available.
