[0.914] Grain Addition Error

I have a city with 4 base grain, 2 apiaries, a pasture, and a farm:

It's added correctly to 8 in the tooltip, but the total is 7 and it is only using 7 in the calculation for total food.

This corrected itself when the city, for some reason, rebuilt the pasture

I have noticed that improvements built outside the city get rebuilt when they are engulfed by the city ZoC.

The improvement goes back into the build queue (even though it is already built and generating resources), and cancelling it from the build queue actually results in the improvement being destroyed.

You can hurry the build for no cost however. So you do not have to wait the full 3 turns.

Yes, but you loose the improvement's bonuses for the turns it takes to rebuild it so this bug must be fixed.
