[.914][bug] quest spawns in un-reachable location

This time it's not one of those silly monsters that spawns in the middle of the ocean.... It's the epic-level "ogre's lair" part of the quest of mastery. Whoops. It landed on the outer wall of the maze territory for the city of Imperium quest. Grrr.....

Will someone *please* re-visit the spawn-location code -- or is it inaccessible too ?
