[.915] [Bug] AI building funny outposts and cities

I just founded a city, using a pioneer. When going into the build menu, i was able to build a workshop on a river tile. There were green markers on the river as if building a port or mill.

Also, the ai constructed an outpost just a few tiles away. On the river.

I razed a city one or two turns before.

 

Of course, there is a save file and a picture...

Just a little adendum - AI building a city AND an Outpost on the same location... thus, changed title to .915

I'm still trying to adjust to the Outpost strategy...but it sure seems like the AI is WAY more aggressive than I'd expect. I'm seeing things similar to the above.
