[0.913] AI cast Inspiration twice on same city

I saw this little bug appear in a game. The AI cast inspiration twice on a city (the spell is supposed to go only once per city). It was listed as Inspiration (2) in the city details screen.

I THINK this happened because the AI had recruited a champion the turn before, and in the new turn he was then going to cast two spells at the same time.

I see the same thing with Inspiration and Obsession (on challenging difficulty). One city has 2 of each.

After a few games, this basically seems to happen all the time. I don't want to say "gamebreaker", but it is very powerful for the AI.
