[Bug][.912] Resoln able to recruit Forest Drakes

While playing as Resoln, I was able to build on a Forest Drake lair (even though the button was shown as disabled and said 'your faction cannot recruit this unit', I could still click the button), and subsequently recruit a Forest Drake.

Not that I minded since Mr. Drake has been extremely helpful, but I'm sure its a bug.

This is true for all the factions, and not only for drake lairs, opsidian lairs too!
