Shard Harvesting - HOW?

I've "learned" Shard Harvesting, but I have no idea on HOW to HARVEST Shards? And then are they "used up" when used, so someone would have to return to the source and harvest some more?

You click on the shard, and it grows a yellow border. Down below, where you normally have the city bar, you should have a bar showing the shard, with a "build" button. Just click on that.
