[.912] Encumbrance Change

Some changes to encumbrance seem to have been ninja'd in

Medium encumbrance has been lowered to 40, from 60 and -1 initiative penalties have been removed from armor.

I love these changes, makes it a lot funner to build advanced units, though its messed up a lot of stardoock designed units.

well I still think there needs to be more than 3 stages of encumbrance in the new system, but apart from that, I CAN USE PLATE MAIL WEE!
(I was skipping plate mail and some chain mail pieces completely before, since they felt totally rubbish..

Ps, if you haven't noticed so far, to be fast you need a lot of strength... speed matters little , in armor anyways.

I think it probably needs 3 stages too, like none at <40 with no penalties, light at <60 giving a 2 initiative penalty, medium at <80 giving a 4 initiative penalty, and heavy for <100 giving 6 initiative penalty. Right now it's just a little too easy to just take the -2 initiative hit and take 80 encumbrance to wear some of your best armors.

Yes three stages seems like it might work. Also encumbrance lowering dodge might work.

It feels more realistic to me as is in .912. I am extremely happy to see this change as it's something I have been lobbying for ever since the beta went public.
