[0.91] unmet AI can cast curses on my city.

I was playing a game I have not met any AI players yet but my city s started getting cursed.

seems the AI is taking the unlimited range of city curses to literally.

I also notice the lower land can now be cast any were not just in your territory. not sure is that was planed or not
